Swallow Site Services delivered a full refurbishment and water ingress remediation programme to a rural operational welfare unit that had been out of service for several years due to persistent water ingress.
Rather than proceeding directly to refurbishment, we undertook a structured investigation to accurately diagnose the root cause of moisture penetration. Once identified, a targeted sealing and roof protection strategy was implemented to eliminate ingress at source.
Following envelope stabilisation, a complete internal strip-out and refit was undertaken, returning the asset to operational use and extending its service life. Delivered under the Network Rail Framework Agreement, the works were completed safely and efficiently within a live operational environment

The Challenge
The welfare unit had suffered prolonged moisture ingress, resulting in:

The Solution

Phase 1 – Envelope Investigation & Remediation
- Detailed inspection of roof, penetrations, joints and cladding interfaces
- Targeted resealing of defective areas
- Installation of DriSilane Recote system to create a fully bonded, weather-resistant roof membrane
- Application of high-performance external weatherproof coating
This combined system approach ensured both defect rectification and whole-surface weather protection.
Phase 2 – Internal Refurbishment
Once moisture ingress had been eliminated and the structure stabilised:
- Damaged floor joists were replaced
- Subfloor integrity restored
- Altro safety flooring installed
- Electrical and plumbing systems upgraded
- Full redecoration completed
- New welfare furniture installed to client specification
Scope variations identified during strip-out were managed through formal change control processes, ensuring transparency, cost control and programme certainty.
