Beyond the Barrier: Rethinking Hoardings in the Public Realm

What if hoardings were not just functional but played a positive role in shaping the spaces around them?

That was the thinking behind a recent project delivered at Walthamstow Central Station, where Swallow installed a timber hoarding solution for Network Rail in collaboration with the London Borough of Waltham Forest and the Metropolitan Police under Operation Martello.

A High-Profile Environment

The site sits at a key gateway into Walthamstow town centre. It is a busy station entrance with constant pedestrian movement and high visibility.

This created a complex challenge.

The hoarding needed to:

  • Secure an area with long-standing vulnerability issues
  • Maintain safe and accessible pedestrian flow
  • Integrate into a highly visible urban setting

A standard approach would not have been enough.

 

Delivering More Than Security

The installed timber hoarding achieves multiple outcomes at once.

It provides a robust physical barrier that addresses safety concerns, while maintaining a clear and usable route for the public. Just as importantly, it avoids creating a harsh or unwelcoming presence at a key entry point.

This is where temporary works begin to move beyond pure function and start contributing to the wider public realm.

 

The Role of Design

The next phase introduces community-led artwork onto the hoarding.

This is more than aesthetic.

Well-considered graphic treatments:

  • Deter vandalism and graffiti
  • Improve visual quality
  • Create a sense of ownership within the community

In environments like busy transport hubs, these details can have a real impact on how safe and welcoming a space feels.

 

Collaboration at the Core

This project is a strong example of what can be achieved through alignment.

By bringing together contractor expertise, local authority insight and policing priorities, the result goes beyond the initial requirement. It delivers a solution that works operationally, socially and visually.

Bristol East Depot – CBR Testing & Subgrade Assessment

Swallow Site Services delivered an in-situ California Bearing Ratio (CBR) testing programme at Bristol East Depot to support the structural design of a proposed access roadway upgrade. Covering approximately 550m², the roadway is scheduled for operational use and will experience sustained heavy goods vehicle traffic. Accurate subgrade data was essential for enabling geogrid pavement design, ensuring long-term durability without unnecessary overdesign or excessive material importation. Delivered under the Network Rail Framework Agreement, the works were completed safely, efficiently and in full compliance within a live depot environment.
